DB Engineers is an authorised supplier to the Western Australian government, qualified to provide products and services under the SPIRIT Framework.

SPIRIT (Strategic Partnering in Resourcing Information Technology) is an integrated Information and Communications Technology (ICT) procurement and governance framework that enables WA government agencies to purchase ICT services from suppliers pre-qualified for one or more services. This framework is mandatory for all government buyers.

DB Engineers applied for SPIRIT qualification through the Gem tender process RFP 146601/13. Qualification was based on compliance with government policies, and demonstrated capacity and competency to deliver nominated services.

DB Engineers successfully applied for and was given priority evaluation acceptance for twelve services as outlined below. Details and qualifications have been made public, and can be viewed by all Government buyers in the online SPIRIT Marketplace.

Western Australian government agencies may purchase goods & services from DB Engineers using the following methods:

1.  Direct Purchase; where total contract value is up to $5,000
2.  Verbal Quote; where total contract value is $5,001 - $20,000
3.  Written Quote (RFQ); where total contract value is $20,001 - $150,000
4.  Request for Open Tender; where total contract value is above $150,000

Category A: Strategic and Business Management Services

  • Strategic ICT Planning
    This Group of services encompasses, in an ICT context, the development of the strategic business goals, directions and environment in terms of the organisation's products and services, market intelligence, pricing and the human financial and physical resources necessary to achieve its outputs.

    • A2003: Application Architecture Planning
      To analyse, design and optimise the functional processes, information and relationships of the business into an integrated applications architecture that aligns information and work processes to business outcomes. Outputs include Information Systems Plans.

Category B: Business Application Services

  • Corporate Applications Services
    Services relate to the establishment, maintenance and upgrade of Corporate Applications e.g. HRMIS, Payroll, Records, Financials, Customer Relationship Management, Supply Chain Management, Asset Management, Document Management, Library Management, and Enterprise Resource Planning.
    The Applications are seen as packages primarily, but not exclusively. Customers could either own the package, receive the service from a Bureau or ASP with the support and maintenance being provided by a 3rd party [or other permutations].

      This Cluster represents the work that needs to be done to implement a Corporate Application System.

      • B1101: Information Analysis
        The process of relating business needs to information requirements and development of an information model.

    • Operational Support Activities
      This Cluster represents the work that needs to be done to manage and maintain a Corporate Application System after implementation.

      • B1212: Project Management
        In the context of the corporate applications services support framework, project-manage tasks, phases and all processes required such that outputs are delivered in accordance with the Project Plan, on time, on budget and to the required specifications and quality.
        All changes to facilities, systems, procedures, documentation and other elements within the scope are to be made under Change Management controls as agreed with the Client.
      • B1201: Systems Analysis
        In the context of maintaining existing Corporate Application system(s), undertake systems analysis tasks including:
        Scheduled post implementation review(s);
        • Determine any re-engineering to improve the way in which Corporate Applications meet original or new business objectives;
        • Determine any alterations to improve the way in which Corporate Applications meet design and performance standards;
        • Determine business interactions to other new or modified systems.
      • B1208: Application Enhancements
        Undertake system enhancements as required.
      • B1202: Maintenance, Modifications and Support
        Undertake application system maintenance and modifications as required;
        Provide technical support to all aspects of the application system(s).


  • Core Business Applications Services
    Services relate to the Establishment, maintenance and upgrade of core business applications. Typically these may have been developed in-house or adapted to suit Clients from other jurisdictions. The support, enhancements and maintenance being provided by this service suite. Various Application platforms. Expect Applications to have links to Client's corporate web facility or portal.

    • Operational Support Activities
      This Cluster represents the work that needs to be done to manage and maintain a Core Business Application System after implementation.

      • B2212: Project Management
        In the context of the core business applications services support framework, project-manage tasks, phases and all processes required such that outputs are delivered in accordance with the Project Plan, on time, on budget and to the required specifications and quality.
        All changes to facilities, systems, procedures, documentation and other elements within the scope are to be made under Change Management controls as agreed with the Client.
      • B2208: Systems Analysis
        In the context of maintaining existing Core Business Application system(s), undertake systems analysis tasks including:

    • Web Activities
      This Cluster represents the work that needs to be done to implement, manage and maintain a web-based eBusiness Application System.

      • B2301: Analysis Design and Development
        Undertake application analysis, design and development in accordance with the Client's methodology, standards and practices for web-based applications.
      • B2305: Enhancement Support and Management
        Undertake system enhancements as required.Undertake system enhancements as required;
        Provide technical support to all aspects of the system(s);
        Manage all enhancements and ensure that they are channeled through the Change Management System.
